OATH does not issue violations directly — instead, it adjudicates violations from other agencies including DOB, HPD, FDNY, DSNY, DEP, and others. If you want to contest a violation, your hearing will be at OATH.

OATH hearings are less formal than civil court but still require proper preparation. You can represent yourself or bring an attorney. The hearing officer will review the violation, hear your defense, examine evidence, and render a decision. You can contest the original violation, negotiate a reduced penalty, or submit evidence of compliance. About 38% of contested violations are fully dismissed at OATH.
